Bid Closing Date	No later than 16:00 (Baghdad Time), on or before 19th September 2023. In the event that closing date coincides with an official holiday or curfew, the closing date shall be automatically extended to the following working day.

Entry Pass	Bidder must provide entry pass application form (refer to attachment C in Section 1) at least 2 working days prior Bid Closing Date.
Bid Validity Period	Subject to Article 12.0 in Section 1, Bidder’s bid Proposal shall be irrevocable for a period Two Hundred Forty (240) calendar days (“Bid Validity Period”).
Key Factors	Fail to meet any of below key factors will lead to disqualification: Submission of BID ACKNOWLEDGEMENT (refer to attachment A in Section 1) Bid bond submission Bid proposals are in properly sealed condition Commercial proposal is separate from Technical proposal. Submission of certification on the consultation service related to study. Submission of Valid Certificate of incorporation/Business registration showing the business nature under applicable laws. And Tax Registration Document/Tax ID under applicable laws. Yearly Net Profit in recent 2 years (Average)>= 3 million USD Yearly Revenue in recent 2 years (Average)>= 10 million USD Submission of technical strength including published papers and patented technology. Submission of historical performance and outstanding achievements of similar research on core sample and analysis service in Middle East and other regions in last 5 years. Submission of research ideas, methods and technology workflow and Project work schedule/execution timeline. Submission CV of Team leader/ Technical chief/key personnel including education background, work experience, professional title, etc. Submission of laboratory equipment for this project matching with the requirement in SOW. Submission of supervision & inspection of schedule and times of technical workshop in EBS.
Bid Bond	Bid Bond: USD 40,000.00 (Forty Thousand), The Bid Bond must be delivered to COMPANY in a separate and sealed envelope and duly marked and stamped on outer envelope. Subject to Article 12.0 in Section 1, the original validity of the Bid Bond shall be the same as aforementioned Bid Validity Period
Clarification and Extension	Subject to Article 5/Section 1, Bidders shall submit their clarification request no later than 7 calendar days before Closing Date. Subject to Article 12 / Section 1, extension request from bidders shall be made no later than 3 working days before Closing date.
Joint Bidding	Joint bidding is NOT accepted by COMPANY.
