EBS PETROLEUM COMPANY LIMITED, a COMPANY existing under the laws of Hong Kong, with its headquarters in Hong Kong and the branch office registered in EBS COMPANY Camp, Nahrawan, Baghdad, Iraq, acting as Operator of EBS Oilfield, is pleased to make the following public tender announcement:

Bid Closing Date No later than 16:00 (Baghdad Time), on or before 10th April 2023. In the event that closing date coincides with an official holiday or curfew, the closing date shall be automatically extended to the following working day.

Entry Pass Bidder must provide entry pass application form (refer to attachment C in Section 1) at least 2 working days prior Bid Closing Date.
Bid Validity Period Bidder’s bid Proposal shall be irrevocable for a period Three Hundred and Sixty (360) calendar days (“Bid Validity Period”).
Key Factors Fail to meet any of the below key factors will lead to disqualification:
  1. Submission of BID ACKNOWLEDGEMENT (refer to attachment A in Section 1)
  2. Bid bond submission
  3. Bid proposals are in properly sealed condition
  4. Commercial proposal is separate from Technical proposal
  5. Valid Tax Identification Certificate (Tax ID) and/or Bidder Establishment Document
  6. Similar projects Contract value (Including FSF flowline, trunkline, OGM, and OHTL) in recent 10 years>3,000,000.00 USD
  7. Similar (flowline, trunkline, OGM, and OHTL) EPCC project in Iraq
  8. Average Revenue for the last 2 years (USD) > 5,000,000.00 USD
  9. Average annual profit in the past 2 years > 1,000,000.00 USD
  10. Registered capital share ≥ 3,000,000.00 USD
  11. Valid QHSE Certificate, ISO 45001, ISO 14001, ISO 9001
  12. QHSE Key Personal Index (KPI) in the last past 3 years and QHSE management system
  13. Description of ability to conduct detailed design
  14. Description of procurement procedure and the system is suitable for international procurement
  15. Description of interface and scope of the wellhead pipeline, OGM, flowline & trunk line, the method to change oil well into water well, OHTL
  16. Method statement of flowline installation, trunk line installation, OGM construction (RTU, e-house installation, etc.), GLCC test, OHTL construction (tower installation, conductor layout, and insulator test), etc
  17. General execution plan about the arrangement of camp, construction resource mobilization, getting familiar with EBS procedure, material preparation, construction sequence, etc.
  18. Exceptions for Contract Terms and Conditions
Bid Bond Bid bond: USD 500,000.00 (Five Hundred Thousand), The Bid Bond must be delivered to COMPANY in a separated and sealed envelope and duly marked and stamped on outer envelope.
The original validity of the bid bond shall be the same as the aforementioned Bid Validity Period
Joint Bidding Joint bidding can be accepted by COMPANY.
