| Bid Closing Date | No later than 16:00 (Baghdad Time), on or before 7th November 2022. In the event that closing date coincides with an official holiday or curfew, the closing date shall be automatically extended to the following working day. |

| Bid Delivery |

| Entry Pass | Bidder must provide entry pass application form (refer to attachment C in Section 1) at least 2 working days prior Bid Closing Date. |
| Bid Validity Period | Subject to Article 12.0 in Section 1, Bidder’s bid Proposal shall be irrevocable for a period Two Hundred Forty (240) calendar days (“Bid Validity Period”). |
| Key Factors |
Fail to meet any of below key factors may lead to disqualification, including but not limited to: (1) Submission of BID ACKNOWLEDGEMENT (refer to attachment A in Section 1) (2) Bid Bond Submission (3) Bid proposals are in properly sealed condition (4) Commercial proposal is separate from Technical proposal. (5) Valid Certificate of incorporation /Business registration showing the business nature under applicable laws. Valid Tax Registration Documents / Tax ID under applicable laws. (6) Finance Ability (last 3 years Financial Statements available). (7) Historical Performance (Provide the contract cover, service content and stamp page as evidence): a) Have at least one SDWAN network service contract in last 2 years. The service is provided between Iraq and China; b) Provide the below types of network communication services contracts in last 3 years: IP Telephone; ICT Maintenance; Network System Integration. (8) SDWAN Technical Strength: a) Have valid and legal local or international ISP license; b) Have SDWAN POP in Europe/the Middle East. Provide POP address and cabinet rental contract; c) Have SDWAN POPs both in China mainland and Hong Kong. Provide POP address and cabinet rental contract; d) SDWAN Backbone Dedicated Line. Provide end-to-end test environment and test performance as evidence; e) Project Authorization Letter for SDWAN Device from equipment manufacturer, including those information: Project Authorization Letter with Stamp; Description of Authorized equipment performance; f) SDWAN Device and Manufacturer Certification; g) Visualization SDWAN management platform. (8) Have ISO 9001, ISO 14001, ISO 45001, ISO 20000 certificates. Provided by Contractor or Its Wholly-Owned Subsidiary. (9) Execution Plan: a) Detailed description of implementation plan and schedule; b) Period of project implementation (days). (10) Personnel a) CCIE/HCIE Certifications that bidder’s employees have; b) CV numbers of engineer taking part in implementation and follow-up support. Provide labor contracts to show that they are not from the third party. (11) Quality Guarantee |
| Bid Bond |
Bid Bond: USD 5,000.00（Five Thousand）, The Bid Bond must be delivered to Company in a separate and sealed envelope and duly marked and stamped on outer envelope. Subject to Article 12.0 in Section 1, the original validity of the Bid Bond shall be the same as aforementioned Bid Validity Period |
| Clarification and Extension |
Subject to Article 5/Section 1, Bidders shall submit their clarification request no later than 7 calendar days before Closing Date. Subject to Article 12 / Section 1, extension request from bidders shall be made no later than 3 working days before Closing date. |
| Joint Bidding | Joint bidding is NOT accepted by Company. |
