| Bid Closing Date | Extend from 26th April, 2023 to No later than 16:00 (Baghdad Time), on or before 9th May 2023. In the event that closing date coincides with an official holiday or curfew, the closing date shall be automatically extended to the following working day. |

| Entry Pass | Bidder must provide entry pass application form (refer to ITB Annex 11) at least 2 working days prior Bid Closing Date. |
| Bid Validity Period | Bidder’s bid Proposal shall be irrevocable for a period of at least six months from Bid Closing Date (“Bid Validity Period”). |
| Key Factors |
Fail to meet any of below key factors will lead to disqualification: (1) Submission of BID ACKNOWLEDGEMENT (refer to ITB Annex 5) (2) Bid bond submission (3) Bid proposals are in properly sealed condition (4) Commercial proposal is separate from Technical proposal. (5) Registered Capital≥ USD 20,000,000.00; Average Revenue in recent 5 years≥USD 60,000,000.00 (6) Registration Documents in Iraq: Provide color copy of the original registration documents with Bidder’s Stamp and Original Version of Certified legal English translation of the registration documents, or Bidder should provide a commitment letter to register in Iraq after awarded and the payment cannot be released before finished the registration. (7) Statement: Bidders should clearly state that they have not been included in any list of sanctions or trade restrictions by any state or international organization. Bidders should clearly state that there is not any dispute with EBS and no objection to EBS Standard. And it should be confirmed by EBS. (8) QHSE Certificate (9) Experience: Oil and Gas field CPF EPCC or EPC project experience. (10) Engineering: Provide Engineering Ability &Proposal, Integrated Design Proposal, Modularization Proposal. (11) Procurement: Provide Procurement Procedure, Procurement Capability, Procurement Proposal. (12) Construction: Provide Construction Procedure, Construction Capability, Construction Proposal. (13) Commissioning: Provide Commissioning and Performance Testing Proposal. (14) Proposed Project Schedule≤40 months, Provide Project management plan & Assurance measures of execution plan. (15) Fully comply with ITB (Any deviation proposed by Bidder will be deemed as disqualified unless agreed by Company) |
| Bid Bond |
Bid bond: USD 3,000,000.00 (Three Million United States Dollars Only), The Bid Bond must be delivered to Company in a separated and sealed envelope and duly marked and stamped on outer envelope. The original validity of the bid bond shall be the same as aforementioned Bid Validity Period |
| Joint Bidding | Joint bidding is accepted by Company (not more than 2 companies forming the joint ventures or consortium) |
