| Bid Closing Date | No later than 16:00 (Baghdad Time), on or before April 9th, 2023. In the event that closing date coincides with an official holiday or curfew, the closing date shall be automatically extended to the following working day. |

| Entry Pass | Bidder must provide entry pass application form (refer to attachment C in Section 1) at least 2 working days prior Bid Closing Date. |
| Bid Validity Period | Bidder’s bid Proposal shall be irrevocable for a period One (1) Year (“Bid Validity Period”). |
| Key Factors |
Fail to meet any of below key factors will lead to disqualification: (1) Submission of BID ACKNOWLEDGEMENT (refer to attachment A in Section 1) (2) Bid bond submission (3) Bid proposals are in properly sealed condition (4) Commercial proposal is separate from Technical proposal. (5) Submission of Valid Certificate of incorporation/Business registration showing the business nature under applicable laws; and Tax Registration Document/Tax ID under applicable laws; (6) Registered Capital≧15,000,000 USD; Yearly (annually) Revenue in recent 3 years ≧50,000,000 USD; Average Cash and cash equivalents in recent 3 years≧30,000,000 USD (7) Years of similar EPC projects≧5 years; Scale of max. single similar EPC project in recent 15 years≧50,000,000 USD; Number of similar EPC projects (contract value≥$50,000,000) projects in recent 15 years≧1; (8) Engineering Management, including Engineering Organization, Key Personnel, Engineering coordination and control, Documents list, Design content, Design Interface; (9) Procurement Management, including Procurement Organization, Key Personnel, Procurement Plan and Procedure, Material and Equipment Management, Global resource integration capability, Spares Parts Supply; (10) Construction Management, including Construction Management Organization, Key Personnel, Construction plan, Construction general layout, Construction Scheme, Other Related Plans; (11) Project Schedule, Need to provide Gantt chart using P6 or other software similar. Proposed Schedule Time: duration≦30 months; (12) QA & QC. Quality assurance, Quality control; (13) HSSE. 1. HSSE management system and Safe operation procedures 2. Company Incident statistics for the last 3 years 3. Emergency response procedures and Key personnel qualification certificates as HSSE procedure required, etc. |
| Bid Bond |
Bid bond: USD 1,500,000.00（One Million Five Hundred Thousand United States Dollars Only）, The Bid Bond must be delivered to Company in a separated and sealed envelope and duly marked and stamped on outer envelope. The original validity of the bid bond shall be the same as aforementioned Bid Validity Period |
