EBS Petroleum Company Limited, a company existing under the laws of Hong Kong, with its headquarters in Hong Kong and the branch office registered in EBS COMPANY Camp, Nahrawan, Baghdad, Iraq, acting as Operator of EBS Oilfield, is pleased to make the following public tender announcement:

Bid Closing Date No later than 16:00 (Baghdad Time), on or before 27th February 2023. In the event that closing date coincides with an official holiday or curfew, the closing date shall be automatically extended to the following working day.

Entry Pass Bidder must provide entry pass application form (refer to attachment C in Section 1) at least 2 working days prior Bid Closing Date.
Bid Validity Period Bidder’s bid Proposal shall be irrevocable for a period One Hundred Twenty (120) calendar days (“Bid Validity Period”).
Key Factors Fail to meet any of below key factors will lead to disqualification:
  1. Total contract value of all similar EPCC projects (oil or gas piping and facilities ) in recent 5 years ＞ $750,000
  2. Detailed description of Engineering, Procurement, Construction, and Commissioning regarding implementation of this project.
  3. Proposed project schedule time shall be no longer than company required time. And assurance measures of execution plan.
  4. Financial Audit Report for the latest three years.
  5. Management manual, Workflow and other project management documents.
  6. The technical proposal and commercial proposal should match with Section3 TECHNICAL REQUIREMENTS and Annex-3 PRICE BREAKDOWN AND PAYMENT TERMS.
  7. Submission of BID ACKNOWLEDGEMENT (refer to attachment A in Section 1).
  8. Bid bond submission.
  9. Bid proposals are in properly sealed condition.
  10. Commercial proposal is separate from technical proposal.
  11. Bidder should provide Color copy of the original registration documents with Bidder’s Stamp and Original Version of Certified legal English translation of the registration documents or Bidder should provide a commitment letter to register in Iraq after awarded and the payment cannot be released before finished the registration.
  12. Registered capital of the company ＞$3,000,000
  13. Average revenue in recent 3 years ＞$5,000,000
  14. Number of similar EPCC projects in recent 5 years (oil or gas piping and facilities) is more than 1 project.
  15. Bidder should provide QHSE Certificates issued by relevant authorities should be in English.
  16. Bidder should clearly state that there is not any dispute with EBS and no objection to EBS Standard. And it should be confirmed by EBS.
Bid Bond Bid bond: USD 60,000.00（US. Dollar Sixty Thousand Only）, The Bid Bond must be delivered to Company in a separated and sealed envelope and duly marked and stamped on outer envelope.
The original validity of the bid bond shall be the same as aforementioned Bid Validity Period
Joint Bidding Joint bidding is NOT accepted by Company.
