EBS Petroleum Company Limited, a company existing under the laws of Hong Kong, with its headquarters in Hong Kong and the branch office registered in EBS COMPANY Camp, Nahrawan, Baghdad, Iraq, acting as Operator of EBS Oilfield, is pleased to make the following public tender announcement:

| Bid Closing Date | No later than 16:00 (Baghdad Time), on or before 23rd January 2023. In the event that closing date coincides with an official holiday or curfew, the closing date shall be automatically extended to the following working day. |

| Entry Pass | Bidder must provide entry pass application form (refer to attachment C in Section 1) at least 2 working days prior Bid Closing Date. |
| Bid Validity Period | Bidder’s bid Proposal shall be irrevocable for a period Two Hundred Forty (240) calendar days (“Bid Validity Period”). |
| Key Factors |
Fail to meet any of below key factors will lead to disqualification: (1) Submission of BID ACKNOWLEDGEMENT (refer to attachment A in Section 1) (2) Bid bond submission (3) Bid proposals are in properly sealed condition (4) Commercial proposal is separate from Technical proposal. (5) Submission of certificate of incorporation/business registration bearing the business nature, and tax registration document/tax ID (6) Submission of financial statement of last two years. (7) Be member of WCA/GLA, or equivalent global logistics certifications (8) Submission of Letter of recommendation or appreciation from customers for logistics service and their comments (9) Submission of similar experience in the past min. 3 years on EXW/FOB/door-to-door freight forwards from Europe or China to oilfields in Iraq, esp. for large equipment and large-scale operation. (10) Submission of CV with relevant experience for the management and operation team for this project (11) Submission of copy of license of Customs Broker and ID of customs clearance team (12) Submission of service execution plan and procedures to perform each part of service in responds to SOW (13) Submission of work schedule, stand-by plan if necessary, and delivery duration to perform a workorder for an FOB cargo Hamburg/Tianjin till delivery at EBS by deadline. |
| Bid Bond |
Bid bond: USD 20,000（Twenty Thousand）, The Bid Bond must be delivered to Company in a separated and sealed envelope and duly marked and stamped on outer envelope. The original validity of the bid bond shall be the same as aforementioned Bid Validity Period |
| Joint Bidding | Joint bidding of a foreign international logistics company with a local logistics company is accepted by Company. Consortium Agreement is required. |
