Tender Information:
EBS Petroleum Company Limited would like to announce the tender above named for the First time. All the specialist companies who have the ability and experience can participate in this tender, to contact EBS Petroleum Company Limited.\ C&P Dept, starting from this announcement date to get the tender documents by paying the tender fee (100$) after procedures mentioned below.
Part One: Scope of work
EBS Petroleum Company Limited is to seek One Contractor who have enough experience and ability to carry out the Provision Of Waste Drilling & Workover Liquid And Cuttings Treatment Service.  
Contractor shall provide advanced expertise and techniques, specialized equipment and instrument, personnel with at least 5 years’ experience and certificate to deliver the waste drilling & workover liquid and cuttings treatment service in accordance with Company’s requirement and industry standards and practices.
The Waste Drilling & Workover Liquid And Cuttings Treatment Service including but not limited to:
(1) Mobilize and demobilize equipment, chemicals, and personnel, etc. from original location to EBS oilfield.
(2) Transport the waste between operation pad and pad if needed.
(3) Treat the waste according to the HSE policy in well pad.
(4) Perform basic waste testing in site and send the samples to designated lab for testing.
(5) Clean drilling mud pit and backfill the treated solid to drilling mud pit.
(6) Treated water is used for discharge in standard, or reuse, irrigation, and fountain pool etc.
(7) Build other treatment facilities at the well pad, such as water drying pit if needed. Contractor shall restore the well pad the same appearance as before any Contractor’s operation if it happens.
(8) If smoke is emission during treatment, the discharged gas needs to meet international emission standards.
(9) Provide the consumables as Contractor’s equipment requirement.
(10) The mud pit shall be well restored. It is requested to spread HDPE film on treated solids with thickness ≥0.75mm. then the backfilled pit shall be spread with 50cm soil without salt followed by 15cm subbase (Grade B) with 95% compaction. The backfill height shall not be lower than surrounding areas. The soil shall have quality inspection report and the compaction report shall also be submitted after compaction, as well as the treated waste test report. Test laboratory is designated by MDOC.
(11) A 400 m3 pit shall be cleaned up and reserved (Refer to wellsite layout schematic), and HDPE film shall be laid to contain waste liquid for future operations.

Part Two: Procedure for purchasing the ITB:
1. Any bidder who is willing to participate in this project and purchase ITB documents, firstly please email to nidawei@ebspetroleum.com  & cp@ebspetroleum.com and submit the following documents one day in advance:
A: Authorization letter and ID of the person who will buy the ITB, issued and stamped by the related company.
B: Valid Copy of Company registration Documents, tax clearance, social insurance etc.
C: Information for S2 Camp entry pass (form could be obtained from the above email address).
2. Submit USD 100.00 to purchase ITB documents at Nahrawan S2 Camp, one person can only represent one company
People who directly come to purchase ITB without the above application procedure would not be accepted.
Part Three:
1. All bidders should submit their technical proposal, commercial proposal and bid bond which sealed separately on or before the tender submission deadline 04:00 PM, 8^th February 2022 based on the ITB documents.
2. The bidders shall submit the Proposals in the English language to EBS Petroleum Company Limited, Nahrawan S2 Camp before the deadline mentioned above.
Bidders Proposals shall consist of:
A. Technical proposal (one original and one copy, with one USB flash for the technical offer that can be read and compiled). Valid NON-OBJECTION LETTER to participate into bid from General Commission of Taxation，Iraq （GCT-CENTERS）and NON-OBJECTION LETTER to participate into bid from Ministry of Labor, Iraq (MOL) should be include in Technical Proposal.
B. Commercial proposal (one original and one copy, with one USB flash for the commercial offer that can be read and compiled).
C. Bid Bond shall with a value of 1% Commercial proposal value. The Letter of Guarantee should be issued by banks adopted/approved on the electronic platform according to instructions of Central Bank of Iraq
3. The above required documents should be put in THREE different stamped and sealed envelopes and shall be submitted strictly in accordance with the ITB documents and the tender name, tender number and bidder’s address and contact information should be clearly mentioned on the envelope.
4. In the event of any necessary enquiry or clarification regarding the technical details of the project, please inform the C&P Dept. 7 days before the bid submission deadline, for the purpose of swift answering before the bidding date.
