   Bidders shall compete fairly based on their own capabilities, technology, and proposals. The use of any unfair means, including but not limited to bid rigging, collusion, fraud, or defamation of competitors, to secure an award is strictly forbidden.
4. Confidentiality of Information
   All parties shall maintain the confidentiality of any commercial secrets and technical information obtained during the tender process. Such information shall not be disclosed unlawfully or used for any purpose unrelated to this project.
5. Mutual Commitment
   Both the Tendering Party and the Bidding Parties commit to conducting cooperation based on professional competence, reasonable pricing, and high-quality proposals. They shall prevent any improper contact or exchange of benefits that could compromise the fairness of the tender process.
6. Supervision & Reporting

7. Consequences of Breach
   Upon verification of any violation, the involved party shall be immediately disqualified from bidding or future cooperation, added to the Company's supplier blacklist, and shall bear all resulting legal and economic liabilities.
